    为了实现这一目标，我们必须首先依法扩大社会保险的覆盖面，并把保险费征缴率提高到适当的水平。城镇地区要强制推行以养老、失业、医疗为重点的社会保险，还要采取各种措施，开辟新的筹资渠道，补充社会保障基金。
    其次，我们必须完善失业保险制度，加快劳动力市场建设，逐步使下岗职工由企业再就业服务中心保障基本生活，转向享受失业保险，走向劳动力市场就业。

Secondly, we must improve the unemployment insurance system and accelerate the development of the labor market, so that the basic living costs of the laid-off workers will be shifted from the reemployment centers of their original enterprises to the unemployment insurance, or they may find new jobs through the labor market.
