   今日，西欧国家均面临着一个严峻的挑战，即随着欧盟经济的恢复，人口老龄化的加快，欧洲的劳动力日益短缺，弥补的办法只有一个——引进移民。2000年3月联合国人口机构发表的一份报告对欧洲颇具震撼力，报告称：由于出生率的降低和平均寿命的延长，25年后，欧洲将近一半的人口将是退休者。欧洲将成为名副其实的旧大陆。谁来填补这个人口赤字?谁来为欧洲工作? 答案是显而易见的。德国议会调查委员会称：移民的贡献使欧洲人口年轻化和更加充满活力。
