    由于实行经济改革，从1998 年起，中国开始出现大批下岗工人。下岗工人的出现给改革的顺利进行带来了困难。请你就下岗工人的问题发表见解，并提出你的解决方案。

答案 Since 1998, China has been faced with the problem of laid-off workers. By the end of 2000, according to official reports, there were about ten million laid-off workers nationwide. Among them, many were qualified for skilled works. Even some master workers were laid off. As to the laid-off worker problem, there is nothing to make a fuss. It is a byproduct of economic reform and development. Thanks to the deepening of reforms in state-owned enterprises, the efficiency has become all the more important. Those poorly-run factories and enterprises have to cut the labor redundancy, as they can’t afford higher costs of employees. Therefore, the phenomenon of laid-off workers is a sign of progress in enterprise’s management. In my point of view, in order to solve the problem, the Re-employment Project should be strengthened. In the meantime, the government should draw up some economic policies to create more job opportunities so as to ease the mounting of unemployment caused by the restructuring of the state-owned enterprises. Most important of all, the laid-off workers should update their own skills and knowledge in order to meet the requirements of new positions.
