Sadly, it is a profession that has largely underpaid its workers while increasing the complexity of the responsibilities its workers face. The recent budget revision proposal by Governor Gray Davis of California seeks to recognize the important contribution of teachers to the California economy by permanently excluding teachers from paying state personal income taxes. On the surface it is indeed a good gesture, but it is bad public policy.
