Therefore, it is unfair for them to be fully responsible for the fake money in their hand. In fact, it is the state’s responsibility to stop and crack down on the making and trading of fake money. Therefore, while the innocent holders of fake money should help crack down on the crime, the state should also share with them in their loss of the confiscated wealth.
