答案 Water is vital to human beings. Medical experts say that people can survive 30 days without food, but only about three days without water. As it is shown in the picture, many people are dying of thirst as there will be all dry land and no drops of water available, even if Death is powerless for he also longs for water dreadfully. The drawer of the cartoon raises a serious environmental problem in the 21th century, namely, the water shortage. There are two major reasons for the problem. On one hand, the rapid development of science and technology, population explosion, and largescale industrial production needs to consume plenty of resources, and has resulted in exhaustion of natural resources especially water. For example, we human beings consume a lot of water, and each of us typically has used more than 20 gallons of water everyday. On the other hand, lacking the awareness of saving water, people wantonly waste the water resource and ultimately cause the water shortage. In addition, the environmental pollution especially water pollution is also an important reason for the shortage of water that cannot be ignored. We need solutions to this water worries. To begin with, the government should work out aggressive water development and conservation programs to grapple with water shortage, among which desalination will be a feasible measure. Besides, water police should also be hired to patrol and issue fines to water violators. But the most important measure of all is that we should cultivate the sense of water conservation, which is the best hope of all human beings.
