答案 The chart shows the average annual income and its actual growth rate in the urban non-private sectors between 2000 and 2011. In terms of the absolute value, the average income has been on the rise for 12 consecutive years. However, as for the growth rate, the general trend is more complicated and it fluctuates across the stated period, with its peak at 15.5% in 2002 and its bottom at 8.5% in 2011. The survey results could be explained by the following two reasons. First, as the economy in China is developing, people’s average annual income is also rising. Second, economic benefits are sometimes affected by some sudden incidents, which may lead to a fluctuation of the growth rate of people’s annual income in non-private sectors. For instance, the outbreak of SRAS in 2003 might result in the dip of the growth rate in 2004. Similarly, the financial tsunami which took place in US in 2008 might subsequently had a negative impact on the growth rate in 2010 and 2011.
