答案 From the picture we can see that a middle aged woman in charge of the city sanitation is quarrelling with a policeman while pointing at an underground sewer without the lid on one side and a worn out public telephone on the other side. However, there is so much litter around the dustbin and various pieces of advertisements glued on the bus stop board and the booth, which should be the duty of that woman to deal with. In our real life, there do exist such phenomena that the management and sanitation of the cities’ public facilities are in a mess during the holiday, but the people who are accountable for this always shirk their responsibilities. The primary reason for this phenomenon is the immorality of some people. Besides littering and damaging telephone booths, such manners as spitting and smoking in public places, smashing garden seats and ruining public toilets always exist in many cities. These bad behaviors will degrade our communities and injure China’s international prestige. What’s more, some of the management personnel often leave their posts without permission, thus making those awful behaviors out of control. It’s high time that we took strict and effective measures to put an end to those immoral behaviors. First, mass campaigns should be launched to denounce bad behaviors and make everyone understand that it is their responsibility to love and care for our city. Next, those who intentionally break the regulations should be exposed publicly and punished in such a way that they will permanently learn their lesson. Lastly, the government should strengthen the management of the supervisors whose duty is to watch and control those behaviors and make them really hold to their own obligations. Only when we truly realize modern civilization can our life become more beautiful.
