人民币的国际化是当前国际社会十分关注的问题。我知道，国际金融界的朋友们特别关心的是，人民币的国际化有没有时间表。我愿就此谈谈我的看法。人民币的国际化指的是人民币在贸易和投资中的跨界使用。2008年国际金融危机发生后，大家对现有的国际货币体系信心不足，所以开始愿意在交易中更多使用人民币，这对人民币的国际化提供了一个很好的机遇。
   当前人民币在中国对外贸易往来中使用度不断上升。据中国人民银行的数据，2013年人民币的跨境结算达到了5．16万亿元，比上一年增加了61％。而上海自贸区的建立也为人民币的国际化提供了新的动力。可以说，人民币的国际化正在快速推进。但是，应当指出的是，人民币国际化的进程开始时间不长，基数很低，所以看起来增长率显得很高，但是实际上，人民币在国际贸易和投资中的使用比重还是相对比较低的。
   我认为，中国目前所要做的是，不是过多地去推行人民币的使用，而是创造条件，使人民币可以被大家选择使用，用不用要尊重市场参与者的选择。这几年来，我们所做的主要是减少在法律方面对使用人民币的不必要的限制。我们正在稳步推进人民币的资本项目可兑换。这将增加国际金融界对使用人民币的信心。
   总体来讲，人民币要实现国际化，特别是要在贸易和投资中的跨境使用的比例明显提高的话，还是一个相对漫长的过程，不能急于求成。所以，我想告诉大家，我们并没有为人民币的国际化设立一个时间表。但是，我相信，随着中国改革开放不断深入，经济进一步与全球经济接轨，人民币的国际化进程肯定将会加速，这一进程是不可逆转的。

答案 The internationalization of China’s Renminbi is of great concern to the international community. As I know, friends from the international financial community are particularly interested in whether there is a timetable for the internationalization of the RMB. So, I would like to share my views with you. The internationalization of the RMB means its cross-border use in trade and investment. After the outbreak of the international financial crisis in 2008, people began losing confidence in the current international monetary system. As a result, they became more willing to use the RMB in making transactions. This has created a good opportunity for the internationalization of the RMB. The use of the RMB in China’s foreign trade is growing steadily. According to the People’s Bank of China, cross-border settlements in the RMB reached 5.16 trillion yuan in 2013, up by 61 percent over the year before. The establishment of the Shanghai Free Trade Zone has given fresh impetus to the internationalization of the RMB. So, the currency’s internationalization is gathering speed. But it should be pointed out that the process has just begun, and the amount involved remains small. While the growth rate looks quite impressive, the proportion of the RMB used in international trade and investment is still low. In my view, what China should do now is not aggressively pushing for the use of the RMB. Rather, it should create conditions for people to use it as an alternative. It is up to market players to decide whether they use it or not. In the past few years, what we have done is to reduce unnecessary legal restrictions on the use of the RMB. We are steadily advancing the convertibility of the RMB under capital accounts. All this will increase the confidence of the international financial community in the use of the RMB. On the whole, the internationalization of the RMB, and particularly a major increase in Renminbi’s share in cross-border trade and investment, will take a long time. It is not something that can be accomplished overnight. So, what I want to tell you is that we do not have a timetable for the internationalization of the RMB. But I do believe that, with the deepening of China’s reform and opening-up and further integration of the Chinese economy with the global economy, the internationalization of the RMB will certainly pick up speed, and this process is irreversible.
