Dear Sir,
    This is the final notice advising you that a motor vehicle registered under your name used a state highway without paying the toll as required by law. A black Mohitzo station wagon, registration number VFT687, was recorded on Western State Highway at 9:48 am on March 13. As the registered operator of the vehicle, you are liable for a $25 fine in accordance with state law. Simply complete the form attached with this letter, outlining the driver of the vehicle and their personal details, and have it signed by a notary public. Then, mail it to the State Highway Authority at PO Box 4322, Albany, New York.
